This is Anya's Certificate of Citizenship. Every child who is adopted in Russia and brought into the United States gets one of these. The officials in Tennessee who WRONGFULLY believe that the child Torry Hansen sent back to Russia was not an American citizen need to carefully read this document. It says that pursuant to Section 341 of the Immigration and Nationality Act, he/she is a citizen of the United States. That is pretty clear.
I rest my case.

We never got one.
BUT you don't need one to be a US citizen. All you have to do is clear immigration after landing in the US. (The wheels touching down is romantic, but not quite true.) There will be a notation on the child's visa. That signature is all you need to prove citizenship.
How do I know? That's all we needed to get Lexi's US passport.
(Seriously? The TN officials SAID THAT?!? Oi.)
We needed a number off the COC to complete the adoption in our county - otherwise it's just filed away. I want to get Nathan's US passport sometime soon ~ what held me up last year was the lack of SS# (but we got that after a little commotion) and just haven't gone back to the courthouse!
